No, if he died at sea he wouldn't be recorded as dying in a particular freguesia because he did not die there. Records at sea are recorded differently. It wouldn't be in CITCEM.
Read Michael Tepper's "American Passenger Arrival Records" and John P. Colletta's "They Came in Ships" is you think your ancestor died at sea. Your public library probably has them.
