plain rsync, is much faster than rsync managed by BPC, with plain rsync i'm able
to sync the whole server in about 16-18 hours (mostly the same Bacula does)

rsync managed by BPC requires 2 days, so, rsync is not the issue.
Probably BPC is doing some additional checks during the file transfer, checks
that should be done AFTER the whole transfer, to free up the client's resources
as fast as possible.

I can't, I can't configure ssh between backup server and clients for
security reason and internal policy.
