That will make sure that if something else is happening along the way that is creating those tables before they're expected, then the CREATE TABLE will be skipped, instead of the script failing.
The *other* way you could do this is to insert a 'DROP TABLE IF EXISTS <name>;' before each 'CREATE TABLE <name> (...' statement.
