The Baha'i Studies Listserv According to some Sunni scholars (whom I wouldn't necessarily "endorse" myself but I still have acknowledge that their opinions are out there) considerations of kuf still apply when both prospective mates are clearly Muslim. The marriages are valid with the permission of the wali but can be annulled without it. So I would want to see a clearer statement on how Shia define the limits of the ummah.
