Using emacs' vc mode, it's simply a matter of periodically running
vc-update-changelog which, contrary to my earlier post, doesn't
require me to maintain $Log$ tags. I don't agree with not putting log
messages on the checked-in files as ChangeLog doesn't note version
numbers.
