Er, it can. It's what I use every day both at home and at work, and
have been doing for the last 6 years.
Note that in the general scheme of things, XEmacs and Emacs have
separate lisp directories, so the chances are that a package
installation for one - such as your bbdb.deb - won't have any effect
on the other. You're far better off to follow the install instructions
that come with the BBDB source.
