IMHO there is a misunderstanding, as cycling is not meant to
do this.  You are using completion, i.e. if you are
completing a name and there are multiple possible
completions you get the window listing the alternatives.

Cycling will only work for ALREADY COMPLETED records,
i.e. there is an email address in the message composing
buffer known to the BBDB and the corresponding record has
more than one email-address.  Then you can cycle through the
email-addresses of this specific record.
