These control what addresses _not_ to _create_ BBDB records for. 

In this case the record is already there so what is needed is a way to
recognize the user but at the same time also recognize that this
address should never be suggested. 

Alternatively automatically add this net address without questions,
but of course not as the primary, to the record. This could be more
big-brother-ish maybe ;-).
