Why would that need to be in the first release? A first release could be
version “0.1” or “0.3” or whatever, which clearly communicates that
there are major features still to come.

I think you're mistakenly conflating “version 1.0”, which is the glint
in the eyes of many of the developers's eyes, unnecessarily with “first
release”, which is what many of us are waiting for.

The first release does not need to blow anyone away. It merely needs to
be *released*, as a known state of the code that has some kind of
expectation that it will remain stable supported for some time more than
some arbitrary VCS revision.
