Ok, I did like perldoc cgi said and changed it to this:

-title => "IMAP.cc",
-head => Link(
{
-rel => "stylesheet",
-type => "text/css",
-href => "style.css",
}
),
-bgcolor => "\#FFFFFF"
),
It still won't work though.
