Take a look at 'Qin - The Warring States'. Setting in the 'Warring
States' period (split empire, everyone wants to become the emporer),
like the movie 'Hero'. Cinematic combat, themed magic (quite Chinese
Ghost Stories like), nice Yin-Yang dice rolling system (a bit like
'Feng Shui'). Originally a french game with lots of supplements,
currently translated by the Cubicle-7 folks (UK company). You can get
a PDF at DriveThruRPG.

If you like more SF/Fantasy mixup in your china setting, Feng Shui is
worth a look. Even more free form than Qin.

Legend of the Five Rings on the other hand has lots of supplements you
can get at a very low price at DriveThru, but a more static system
then the other two (or even D20 if you are more into that kind of
RPG). Setting is more japanese like (Samurai and stuff like that), but
its easily translated into china. I GMed some L5R adventures with Qin
rules and setting, just changed the japanese names to chinese ones...
