GURPS is a Love or Hate kind of deal... those who love it swear by it as king of all RPG's. Most of the rest of us dislike it. The GURPS supplements are usually filled with lots of "fluff" that tends to be very accurate, and then poorly tested adaptations of the fluff into rules mechanics that seldom match the feel of the fluff. Qin - Warring states is said to be pretty good, but I've not played it. L5R isn't China at all... it's "What would have happened if Japan had conquered China" in feel. It's strongly Imperial Japan in flavor, with a few chinaisms. There are a bunch of indies that cover wuxia in various ways. But most of those are based in Japanese Anime, and so the version of China is pretty badly Japanified.. If you like D20, Avalanche press produced a decent but short treatment of Imperial China for D&D3E/D20.
