Creaks, ticks and such can be crazy-making events. The bike can really push sounds away from the source. But, it sounds like you have it pretty well narrowed down. To start, I'd pull the pedals and regrease the threads. If that doesn't do it, I'd figure there's a noise bearing inside the pedal body itself. Depending upon the design of the pedal, you'll either have to live with it or swap bearings or force some grease into the bearings. I'd also consider the shoes - loose cleat, laces or buckles that contact something.
