Getting in a bit late on this one but here's a tip if you're on tour & get
caught without proper rain gear.

Just toured Montenegro & Croatia for a month.  Weather was supposed to be
late summer / fallish but rained many days.  As they say, there are no bad
days cycling, only poor choices of clothing.  I chose not to take rain gear
but discovered a workable substitute to cycle specific gear:  Construction
worker rainsuits.  They are meant to be worn over coveralls or other heavy
clothing so are a loose fit.  You can wear them over whatever cycling
clothing you have.  Elastic cuffs on both jacket & pants.  Coarse zippers so
easy to do up in cold weather.  Readily available wherever contractors shop.
Paid 13 Euros (about US$19) in Kolasin, Montenegro & the suit still in good
shape.

Better to be properly prepared with gear you know but if caught out & facing
an extended time being wet, a viable alternate.
