And remember that the reason mopeds have that name is that initially they had pedals. Of course, as soon as someone pedaled one of these hulks, they realized that it was a whole lot easier to turn on the motor (and they do get relatively good gas mileage, compared to cars). And that is why mopeds are allowed in bike racks. Luckily the cost of one of these things makes them almost as unaffordable as a Segway, so hopefully they won't be too big of a nuisance on bike paths. I suspect, having a motor, they aren't allowed on bike/ped paths.
