I think the tricycle you're referring to is the one made by my
mechanically-gifted and persevering friend, Sue.
She made it to commute to work in inclement weather. It's still a work in
progress, but here's a picture from last December.

Two cool features you can't see in this picture are the turn signal controls
bored into the steering apparatus; and soap bubble machine attached to the
rear, used when she's taking more whimsical rides.

I don't know if it was motorised,
and haven't seen it this year, but last year I would somewhat regularly
see on East Main and vicinity a woman piloting an enclosed cycle (probably
tricycle rather than bicycle, but haven't seen recently enough to trust my
recollection of it) that had some superficial resemblance to the vehicle
being discussed here, but not as big. Does anyone else remember
seeing it?
