In general, I don't find that Chris Rickert is a particularly good writer, and this article is a very good example. Lots of problems with the flow of ideas and the facts presented. Unfortunately, readers that might not know as much about bicycling, street design, safety issues, or the major causes of bike-motor vehicle crashes might draw some inaccurate conclusions from the article.
On the other hand, I have rarely NOT been misquoted when speaking to a reporter - there are a few exceptions: reporters that always get the quote and facts right - so I've come to expect to take these types of articles with a grain of salt.
