The question is not clear for me. You need:

* an authoritative DNS service for the whole Internet, reachable from
everywhere and serving data about *your* zones. It may be on your
machines or subconstracted to a DNS hoster (often a domain name
registrar). Do not forget to test it

* a recursive DNS service for *your* users, reachable only from the
LAN or campus and serving data about everything. For a small
organisation, it is provided by the Internet Access Provider. For a
medium or large one, it is often on-site. It can also be subcontracted
to services like Google Public DNS.

These two are necessary but are very different and I suggest to handle
them separately (do not mix them in the same email to bind-users).
