HSRP is a proprietary Cisco technology that is (largely) unimplemented outside of the Cisco world. The IETF standard is VRRP but that *is* patent encumbered. See section 4.4 in the IETF Draft "IPR Working Group Guidelines": http://tools.ietf.org/id/draft-ietf-ipr-wg-guidelines-00.txt I've been led to believe that CARP is not affected by the patent - but is obviously not particularly inter-operable with routers from the "big vendors".
