Technically, he's not a wether but a cryptorchid, he has the same hormones and urges as a fully intact ram. In theory that should sterilize him, but it's not a guarantee. There is a fairly high risk of testicular cancer down the line, so if you or your sister aren't attached to him, he might as well be dinner. Otherwise, a vet needs to surgically remove the latent testicle.
