Clearly it has NOT been applied upstream to the gcc-3.3.x branch - it might be in gcc-3.4 or gcc-4.0 though and the same patch-comment would apply. Another patch with the same effect might have been, but patch complains bitterly if (as you know) you apply a patch twice. Not being up on things GCC-internally at the Ryan/Greg level I can't say if the gcc people have another way of avoiding whatever problem the gurus say our patch cures :-) You would, presumably, only tell by building KDE or one of the Mozzys with it - and I only build it to get a libstdc++.so.5 for binary drivers like my lexmark printer - so for me it probably doesn't matter either way.
