Alex,

It appears that if anybody on this list knows of a solution to your
situation, they have yet to read and respond.  While you wait for that/those
person/persons to come by and if you have not already done so, you could try
a web search using your favorite search engine looking for "malwarebytes
blocking ports."

I tried that yesterday and got several hits.  I didn't pursue any further
because I am not suffering your situation but some solution might be found
there.

This is of course possible, except that I happen to know that port 13501 is
actually used by Skype, therefore I don't want it blocked.

Malwarebytes is blocking access to the indicated IP addresses and just
happens to tell you what port a connection was trying to be made on.  Since
both of the services that you mentioned are peer to peer networks, it is
very possible that those IP addresses that your computer is trying to
connect to are associated with malicious activity, hence MWB is trying to
block them for your protection.

BTW, I'm only trying to help you and my last message was only trying to
solicit the information necessary to resolve the problem, not imply anyone's
level of knowledge.
