This laptop is the Dell XPMS 1530
Coming to think of it that the only reason why I enable the mouse, to access
help from sighted persons but never thought of that suggestion. Should I get
this problem sorted out I will surely invest in a USB mouse and keep it hand
and then I would not have to enable the touchpad again. Yay!

Hi Steve,
That's interesting, never saw a laptop without an F/N key.
Short of what Denny suggested, you could disable it in the BIOS, but that
requires sighted help.
If you have to go that route, you should have an external
mouse handy in the event you need someone to click on something that your
screen-reader can't access.

the function keys as do my Inspiron netbook.
This was there before I experienced the password problem I had last week
so
not sure if somehow this has been removed.
Want to get it back of would appreciate any work-a-round to turn off that
annoying touchpad that take me all over a document when I am typing.

Have you looked in the user's manual?
More than likely, you can toggle this
using the F/N key with one of the function keys.
