If you’re lucky, a file called .nh-accessibility comes in the package.  copy 
that file over .nethackrc and you should be good to go.  I don’t know all of 
the contents of .nethackrc on windows and it probably has several different 
lines supporting graphical user interface so this is likely the quickest way to 
get nethack set up for now.
