It sounds like the drain hose is clogged and the defrost water is finding its way down to the bottom of your refridgerator side. You said that this water is frozen in the bottom of the refridgerator. This indicates to me that perhaps you have the setting set too cold, which could also be the cause of the clog I.E. ice. Check it with a thermometer. 36 to 39 degrees F is where I set mine.
