SMA and maintenance agreements are purchased separate from the sales
price of the machine.  When you buy the machine, you are given a one
year warranty.  SMa allows you 2 upgrades.  A patch is not classified as
an upgrade.  When an agency, such as CAP, buys your unit, you or your
office or school are responsible for any upgrades and maintance on the
unit. 
Hope I have helped you.  Someone else will have to define a maintence
agreement.  All I know is that it is for a year and should cover all
needed repairs.
