Kinda.

The secular schools teach religion only as part of history. The 
religious schools are just that. The first time most Isralies have 
significant contact with the "other side" is when they do their army 
service.

This is, obviously, a huge problem. However...the agreement between 
religious and secular which served the early Israel well 
was...destroyed..when the Western Wall was recaptured during the 6-
day war.

Israel today has HUGE *internal* social problems which remain 
unaddressed. Religious/Secular, Immigrant (especially Russian 
immigrants), and so on...
