Depends on what's coming at you. When I was getting ready to go to Sarajevo (for a library project that was abandoned when that war got hot again), I learned that police vests were unacceptable to the UN, which operated the only flights in. The problem is, like the movie title, full-metal-jacket ammunition. It penetrates those vests. I needed to find a flak jacket, which has armor plates. I will never forget the instructions on what to do on the approach to the airport -- sit on your flak jacket.
