Why not? The regulations about matching kit expressly say that they can be
relaxed for new teams.

Would it really be that hard? Just decide that it is a on the spot fine (of
say 10 Tour points) for any A Tour team not wearing matching numbered kit. I
think you would probably find that every team complied pretty quickly.

The only problem is finding someone to levy the fines and then put up with
the complaints that are bound to come (I would guess that it is primarily
this part stops the UKUA from enforcing these rules). I personally would be
very happy to do it; unfortunately I'm not in the UK at the moment so that
would be rather difficult.

Where does it say in Barry's email that matching kit isn't important? In
fact he said "we did notice that kit standards at the top of the A Tour were
pretty rubbish at the weekend.  Especially disappointing as these are the
teams and individuals which the rest of the Ultimate community look to for
inspiration." Seems to me that he thinks it is an issue.

As for the other things you mentioned: if offsides is really an issue for
you then there is a very simple fix - call for a re-pull. Do that 3 or four
times a game and most teams would stop being offsides.
