Like Bo says, it can well be ready now. It could also be that when you
cleaned the air lock, you didn't put it tightly in place, so some CO2 can be
leaking out without making bubbles.

If it has produced 2-3 cm of slurry, the yeast must have been quite active,
and has probably done its job all right.

There may be a bit of activity left, but I'd say you can bottle it now if
you feel like.

No need to - the ale yeasts should work perfectly well in 19 C, even colder.
