Sounds like you didn't get enough sugars into it, somehow. Wrong
extract? Wrong packet size? Something else.
Anyway, with so little fermentable sugars, the hop bitterness will come
through strongly. Waiting a few weeks will help greatly in that, the
taste will mellow and soften.
As such, it may still turn out to be a pleasant little beer. Nothing to
set your party on fire, but something to drink when you are really
thirsty, but still want a beer. Something to have when you come home
from work, but have many things you want to get done in the evening,
when a stronger beer would make you comfortably relaxed and less
productive.
Actually, I have been known to brew such "everyday ales" on occasion.
Store it for a few weeks, and
it will be beer anyway.
