I'll take a crack at that. Note that I've leaving my mind open, this is
just my first crack at defining what I'd like to see.

I favour:
* A single basic cert (at least initially) covering all BSDs and
  focusing on commonalities rather than differences
* Primary topics of configuration, upgrading, ports, user
  administration, included network daemons, security, backups,
  troubleshooting
* Focusing on administrating the base OS and not administrating "common
  applications" other than how the ports tree variants work
* Using the SAGE standardized definitions and focusing on certifying
  an admin at a SAGE III level
* Tests by secure web site and a low-or-no-cost identity-verifying human
  proctor, results available immediately upon completion
* Certification good for 4 years
