I agree: means of preparation is not the business of the certifying authority.

While I'm here, let me add another two cents' worth: at some point a head of the certification process should be elected/appointed/designated. This person should be accountable for the success of the program according to predetermined standards and the general satisfaction of the "board" (perhaps us list members) that the process has high quality; otherwise she/he should have the power to manage the program as he/she sees fit.
