My guess would be since the initial announcment was made and people started chatting about things on this list. Besides that, why would the community have to be involved with the creation of the *survey*? The survey is given by the certification group _to_ the community, just as the certification will be made available _to_ the community. Just answer the survey questions and we can move along.
