Well, that's quite true. There are a lot of questions that are related to frequency of fresh installs (customizing /etc/login.conf, securing /etc/ttys, writing /etc/fstab, initiating new filesystems and so on.) A lot of questions is lacking frequency answer ``once per install''
I'm in ru-ru translation team, and when I was going through this survey, there were a huge pile of `strange' questions. Like ``how offten should administrator install system through the serial console?''. I see no reason for frequent installs rather then the scaling existing projects, and frequency of installs depends on growth of project, not absolute time.
