It occurs to me that the first use case you describe would not actually
work if the correct encoding is given in the source with @documentencoding,
as texi2any uses UTF-8 as an intermediate format.

It could work if an 8-bit encoding such as ISO-8859-1 was specified, so that
bytes in the input file were output as the same bytes in the output file.
