So this should be considered as a "draft" PR, even if you cannot specify it as 
a draft for technical reasons? May I suggest that you prefix the title by 
`[DRAFT]`? 

That will serve the dual purpose of signalling to reviewers that this is indeed 
a draft, and it will also make the Skara tooling disallow integration (since 
the title rules are not being followed).
