I have tomcat-4.1.29 on my machine and it seems there are 2 context files in the webapps directory (admin.xml and manager.xml). When you mentioned 4.x above, did you actually mean 4.0.x?
It's only supported in 4.1.x and above. I tried it in 4.0.6 a few weeks back and it failed.
