We are worrying about this, right?

 $ egrep -e 'SUNWtnet[rd]' /var/sadm/install/contents\
    | nawk '$2 == "f" { printf "%8d KB %s\n", $7 / 1024, $1 }'
      62 KB /usr/sbin/in.telnetd
       2 KB /var/svc/manifest/network/telnet.xml

There would be more benefit in simply gzipping the service manifests
than excluding telnetd.

$ cd /var/svc
$ find manifest | cpio -pd /var/tmp
$ du -sk /var/tmp/manifest /var/svc/manifest
348     /var/tmp/manifest
598     /var/svc/manifest

A similar amount of savings could likely happen if the CDDL header
could be a one-liner.
