I've experienced that even a year of cakephp programming is not enough
to say: I know how to work with cake. Therefor I suggest you start to
write it by your own. Wordpress comes ready and you don't have to
develop anything. There are even plenty of plugins. But if you want to
improve your skills even more do it by yourself and think about
features that you don't know from other blogs, and implement them.

Summarize it up:
If you just want to spread your ideas as fast as possible go get
wordpress :-) If you want to get some extra knowledge do it by
yourself!
