I am confused,  Baja is on the pacific side yet you say Gulf side?  Not that it 
matters,  if you are going to carry dive gear you might want an 18ft boat for 
stability.  however I am sure you could get a cheap Hobie 16 and have a blast.  cats 
don't like to sit still so you will need a good anchor bridled in the center of the 
hulls. and you might want a furling jib so the boat does not zoom back and forth or 
capsize on top of you while down.  You could have the diver down flag run up on a 
separate halyard.  In Mexico it would likely be the A flag, the red and white one is 
used in the US use both  and another one that says "peligro" ;)
