I don't quite see what the figures would show.

The only real way to measure impact would be to compare two large
groups of otherwise identical boats, one subject to a BSS regime and
one that wasn't, and compare accident stats over time.

I have not always agreed with every last bit of the BSS regs, but do
not object to having to have boats checked every so often.

Whether we really need to haul boats out of the water to check the
hulls for insurance policies is another matter!
