That may well be true (in which case they managed it with about 20hp for two boats, so why should anyone need more than 10hp per boat today?) but it's not really at all relevent. I do most of my boating in an ex-working boat, with an original type engine, without a butty, and ballasted down to the equivalent of no more than maybe 1/3 loaded, and we rarely manage much more than 3mph on most canals.
