I think your missing a trick, you need to register you vessel under the 
1929 public health act,
you know the "Registered in Birmingham 1612" painted on the side etc. 
This them means that
a) you become a domicile
b) the postman has to deliver to you
c) you get a vote as do your of age crew
there may be a down side
regular inspections to make sure you are not breaking the law
you will have to prove that your children are being educated
spot inspections

I believe it is still on the status books and every local authority has 
a duty of care to register you.
I know when my mate went and got his number Manchester Public Health had 
to go into the cellars to discover the register book and that was back 
in the early eighties. It was the first boat they had registered for 
over 20 yrs.
