No it wont!
I questioned this very matter when one of my step sons moved out of the flat 
and was told that it will be OK to be registered to vote there and have mail 
sent there provided we don't live there he can still get the discount.
However I did have to change the CT bill into his name from mine as it has 
to be the occupant that gets the bill, despite the fact that I pay it.
