Yes I would (and have) used the police and fire brigade (but not doctors who also struggle to cope with me not having an address.) I've also paid a substantial amount of income tax over the years. If you think that income tax is not relevant, it's no less relevant than if I'd paid council/poll tax in a constituency I'm not living in. There is also no reason why my Mum's entitlement to reduced rates for council tax, TV licence etc should be affected because I live on a boat.
