Like you said, controversial ;-) As I recall the concept of a poll tax 
(which is what you're proposing) was dumped as unworkable and unfair 
when TBW was still in charge.

Yes I would (and have) used the police and fire brigade (but not doctors 
who also struggle to cope with me not having an address.) I've also paid 
a substantial amount of income tax over the years. If you think that 
income tax is not relevant, it's no less relevant than if I'd paid 
council/poll tax in a constituency I'm not living in. There is also no 
reason why my Mum's entitlement to reduced rates for council tax, TV 
licence etc should be affected because I live on a boat.

BTW I'm missing something, why would a person like you turn up? (Not 
that you wouldn't be made welcome :) )

I assume you're living on land or on a fixed mooring then? Fair enough. 
I've done that when I've lived on land as well.
