I just said that I lived on a boat and travelled the waterways and had no
postal address hence why any mail for me goes to the flat and I collect when
I visit.

Little sceniro If I go to a property and I know that I should be expecting! to
see A but say experian tells me B and C are registered at that address, when A
say's they do not live here, when asked where, they say for argument sake
Poland, I will then say were does there post go to, in this case to this
property? do they have belongs here? what is on the driving licence and car
insurance details? all at this address, with that information I can stop
benefits and CTax they will lose Single person discount (if the people are over
18 not student etc etc).
Now put that to yourselves? does it sound similar?
I have had a very similar case with a Airline pilot, his mother was saying he
didnot live at her address, but when he arrives in this Country, he stays with
her his post is sent there. Her Benefit has been amended by taking the maxium
deduction for Non dependant.
Different Councils inforce the rules more or less than others, I'm afraid in
Enfield, we are very strict on most things, but we don't charge Council Tax on
boats.
