Trouble is, the current goofy navigation charges arrangements mean I have to pay more to use them, which discourages me from doing so. With the charges as I've proposed, of course the Rivers Registration would be abolished. PS Why doesn't BW treat the Kennet as a River, i.e. usable with an RR?
