This analogy always comes up in these discussions, and this is where
it always breaks down. Vehicle Excise Duty *is* related to size of
vehicle, but that's because there is a demonstrable impact on the
track; HGVs pay more because they do more damage to the road, but are
restricted in the amount of the track that they can use.
Either we have a flat rate (which would be hard on those with very
small craft, but nice for those of us with large vessels) or we have
some sort of basis for differential charging.
Adrian's proposal seems to me most unlikely to be successful; like it
or not, Treasury thinking seemingly uses size of vessel as a proxy for
ability to pay, and the Adrian scheme would result in people with 25
foot plastic cruisers paying the highest fees.
