I seem to remember last time *e had the discussion about being charged by 
length and *idth, people got up tight *hen others agreed to the change in 
charges.

 

Funny enough they had non narro*boats?

I agree.

My only proviso is that the charge for a boat should depend on the
length of its cruising range.

That is in effect what happens for the car in your example, but all
car charges are the same because all cars can use all roads.

Why?

None of the costs experienced by a navigation authority varies
significantly with craft beam or length. So navigation charges based
on those characteristics are simply unjustified discrimination. 

Sizism!

OTOH, mooring charges *should* vary with craft size.
